CONSTITUTION OF THE
EARLY CHILDHOOD EDUCATION COUNCIL
Article I Name
The name of the organization shall be the Saskatchewan Early Childhood Education Coun cil.
Article II Affiliation
The council shall be affiliated with the Saskatchewan Teachers' Federation as a special subject council.
Article III Objectives
The objectives of the Saskatchewan Early Childhood Education Council shall be: l. To actively support members to meet the needs of children throughout the early childhood years (birth to nine years). 2. To improve classroom practices through in-service activity at the local level and through dissemination of ideas and information concerning trends and new development via journal and conferences. 3. To focus attention on early childhood education in order to enhance the image of education at this level. 4. To have an influence on public opinion, on University faculties of education, on government, and on committees that make decisions concerning young people.
Article IV Representation
Any representation to any organization or persons outside the Saskatchewan Teachers' Federation shall be conducted through the regular channels of the Saskatchewan Teachers' Federation as provided for under Section 31 or An Act Respecting the Teaching Profession.
Article V Membership
Any person who has a professional interest in early childhood education is eligible to join the Saskatchewan Early Childhood Education Council, referred to as council.
Article VI Membership Fees
Membership fees will be established by resolution at the annual meeting of the Saskatchewan Early Childhood Education Council.
Article VII Officers
1. The executive of the council shall be: president, vice president, secretary, treasurer; editor, assistant editor, membership coordinator, conference advisor, resource materials coordinator, locals' liaison, assistant editor, bursary and life membership coordinator, and past president. With the exception of the past president, all executive officers shall be elected at the annual meeting.
2. The initial term of office shall be two years.
3. Elected officers may serve up to a maximum of six consecutive years.
4. All executive officers must hold a current membership.
5. Whenever a vacancy occurs in the executive, through any cause, the executive may name a member to fill the vacancy until the next annual meeting.
Article VIII Executive Meetings
1. The executive shall meet a minimum of three times per year.
2. A quorum for a meeting of the executive shall consist of fifty percent of its members.
Article IXAudit
An audit will be required annually.
Article X Committees
1. Committees may be appointed by the executive from among the members of the council. Such committees shall be responsible to the executive.
2. All committee members will be required to hold a current membership.
Article XII Annual Report
The Saskatchewan Early Childhood Education Council Executive will make an annual report to the Saskatchewan Teachers' Federation.
Article XI Annual Meeting
The annual meeting shall be held at such a time and place as determined by the executive of the Saskatchewan Early Childhood Education Council.
Article XIII Amendments
Amendments to this constitution may be effected by a 2/3 vote of members present at an annual meeting.
Article XIV Local Executives
1. Each local council president must submit annually all required reports and forms.
2. The local president will have contact with the provincial executive through the local liaison.
3. In the event a local dissolves; all correspondence, files, financial statements and funds will be turned over to the provincial executive within six months.
